Senior Consultants: Impact Evaluation – Systematic Reviews

The Global Institute for Development Evidence (GIDE), formerly, the African Biodiversity Institute, was established in 1990 in Nairobi, Kenya, headquartered in Honolulu, Hawaii, USA, is a global policy impact evaluation initiative that helps policy makers base decisions on research-based evidence.  Our services include systematic reviews in social and economic development, agriculture, and environment and natural resources; project performance evaluation; and capacity building in related areas.  GIDE recently launched “Advisory & Consultancy Services (ACS)” unit to provide on demand, consultancy and advisory services to its clients―bilateral and international agents in the aforementioned areas.  To this end, we are looking for 5 qualified and experienced Senior Consultants each for 1-2 years’ assignments in Africa and Asia for each of the following areas of impact evaluation and systematic reviews as well as capacity building in these areas: 

•Systematic reviews of the effects of specific interventions
•Reviews of methods
•Project Performance Evaluation, Mid Term Reviews, Monitoring & Evaluation of Projects & Programs
•Monitoring and EvaluationHands-on workshops on systematic reviews

Specific Responsibilities

Undertake project performance evaluation, monitoring and evaluation and systematic reviews (narrative and meta-data analysis), scoping reviews and general reviews. For systematic reviews, you will be required to develop project protocols, screen search results, undertake data extraction, assess risk of bias, perform narrative and statistical data synthesis and produce formal reports to clients and drafts for submission to journals; 
•Develop and enhance skills and knowledge in network meta-analysis;
•Supervise other staff working on the project team and develop systematic review skills among GIDE staff; 
•Lead or participate in training workshops for clients
•Provide internal expertise on evidence synthesis and systematic review methods;
•Prepare progress reports and make presentations to clients

Qualifications

• Postgraduate degree in economics, social science, statistics and development studies.  A PhD is desirable.

Experience

a) Experts for Systematic reviews

At least 4-5 years experience in undertaking rigorous systematic reviews - evidence synthesis, (narrative synthesis and meta-data analysis), project performance evaluation and capacity building in related areas.  Familiarity with working conditions in Africa & Asia. Capacity building experience in evidence-based policy design, implementation and evaluation is required.

b) Experts for Project Performance evaluation

In-depth understanding of multi-sectoral development issues; prior experience in evaluation of international development projects; familiarity with guidelines of major development donors including multi-lateral developments, viz. African Development Bank, Asian Development Bank, World Bank. 

c) Monitoring and Evaluation Specialist

A minimum of 8 years of M&E experience; Experience should include: design and development of M&E plans, M&E database development and management; qualitative and quantitative statistical methods.  Familiarity with Geographical Information System is an asset.

•Enthusiasm, commitment and ability to produce consistently high quality work within tight
  deadlines

Compensation

• We offer competitive compensation which is negotiable and will depend on qualifications and experience
